Plans are in the pipeline for the construction of the Hamburg complex by People Inc., on a vacant site on Southwestern Boulevard, New York. Recently the Hamburg Planning Board approved the nonprofit agency’s proposal to build a pair of three-story buildings close to Walmart. Now with the approval secured, the agency is getting ready to apply for state funding this November or December. If everything goes as planned, People Inc will receive the award by June 2023. Work will commence by fall 2023.
The Hamburg complex by People Inc is a $16 million housing project aimed at providing both senior and workforce housing options. Long Associates Architects designed the two three-story buildings on the property, which will provide a total of 84 new units. Overall, both buildings will comprise 67 one-bedroom and 17 two-bedroom apartment units.Â

Development plans for the Hamburg complex by People Inc
One of the buildings from the Hamburg complex by People Inc will be a 35-unit apartment building reserved for senior citizens. But only those aged 55 years and older will be accommodated. Additionally, the developers intend to reserve 20% of the one-bedroom units as affordable housing for frail seniors. The financing for this will be covered through rental subsidies and operational funding from the Empire State Supportive Housing Initiative.
Meanwhile, the second building from the Hamburg complex by People Inc will be a 49-unit multifamily building for people aged 18 years and above. This building also includes 25% affordable housing for the one-bedroom apartments and this is reserved for individuals with developmental disabilities. However, these individuals will be dispersed throughout the building and should be capable of living independently.
The apartments at the Hamburg complex by People Inc are targeted at households earning between 50% and 60% of the AMI. Therefore, the maximum price range for the one-bedrooms could be between $27,650 to $37,920. While for the two-bedrooms, the prices could range between $35,550 to $42,660. Basically this amounts to $680 to $1,050 per month, plus $60 in utilities for one-bedrooms and $75 for two-bedrooms.
Funding for the project
Funding for the Hamburg complex by People Inc will come from several sources. These include the Supportive Housing Opportunity Program and the 9% low-income housing tax credits from the State’s Homes and Community Renewal.
In addition, some financial aid will also come from a traditional mortgage. The development is expected to be completed within 18 months, with leasing rounded up by April or May 2025.
