DDA Development, a real estate development company based in Tampa Bay is making plans to build a 23-story condominium tower called the Nolen Tower. Located in downtown St. Petersburg, at 126 4th Ave., this luxury condominium building was named after John Nolen, the city planner who drafted St. Pete’s first comprehensive plan.
Development plans for the Nolen Tower show that the 23 story building will rise to a height of 288 feet and consist of 31 units; a three-story private parking structure, with 62 parking spots and 33 bicycle spaces; and a ground-floor retail space occupying upto 1,260 square feet.

According to the developers, each residence within The Nolen Tower will be designed without shared walls to maximize privacy and minimize noise, and these units will also feature private foyers. Starting from floor 5 upto floor 15, there will be a total of two units per floor; while from floor 16 to floor 23, only one unit will be contained in each floor. In addition, the building’s design also includes a lobby with 21-foot arched windows, and an amenity terrace on the fourth floor will contain a fully equipped kitchen area and entertainment space.
The Manager and Principal of DDA Development, Bowen Arnold, gave more insights on the project and what it had to offer to the residents. Arnold explained that the Nolen Tower would provide a New York-style sophistication with a Sunshine City twist, which is a unique lifestyle that can only be found in Florida. He also added, “St. Petersburg is in the middle of a transformation, and we are eager for The Nolen to become a part of the story.”
Other companies working on the Nolen Tower project include Backstreets Capital, a development partner in the project; PLACE Architecture, the designers of the tower; Melissa Kelly Design Studio, serving as the interior designers; and Smith and Associates Real Estate who are in charge of listing the condos for sale. The developers are expecting the Nolen tower to break ground in early 2022 and the date of completion is scheduled for the end of 2023.
