Pantheon Atlas has reached a major milestone for its proposed Pantheon AI hyperscale data center campus in Croatia after securing approval from the country’s national transmission system operator (HOPS) for the project’s power supply blueprint.
The approval also confirms the technical and regulatory feasibility of supplying electricity to the planned 1GW AI data center campus in Topusko. It also clears one of the largest hurdles to construction. The approval for Pantheon AI data center also enables the company to proceed toward a formal grid connection agreement ahead of its planned 2027 construction start.
Croatia’s Electricity Transmission Network
Grid approval for Pantheon AI data center also paves the way for a significant upgrade to Croatia’s electricity transmission network. Under the plan, more than €500 million will be invested in new grid infrastructure. This also includes 280km of high-voltage transmission lines, fiber-optic communications infrastructure and a new 400kV substation in Topusko. Access roads will also be built.

Once completed, the infrastructure will be transferred to the Republic of Croatia for permanent ownership and operation. This will strengthen the national grid and make available more than 5GW of renewable energy capacity currently constrained by transmission bottlenecks.
Pantheon Hyperscale AI Data Center Campus: Project Overview
Pantheon AI is designed as a 310-acre hyperscale AI campus built to NVIDIA‘s GW-Scale AI Factory standards with approximately 800MW of usable IT load. Additionally, the project will be powered by dedicated renewable energy infrastructure. This includes a planned 500MW solar installation and large-scale battery energy storage (BESS).
Construction remains on schedule to begin in early 2027 while commercial operations are targeted for 2029. The development is also expected to become the largest private investment in Croatian history and one of Europe’s largest AI infrastructure projects. Once complete, it is expected to position Croatia as a major digital infrastructure hub for Central and Eastern Europe. This is alongside others such as the new £30 million Supercomputing Centre at the Science and Technology Facilities Council’s (STFC) Daresbury Laboratory in the Liverpool City Region.
