Dubai’s Roads & Transport Authority issued out the Dubai Metro Tender documents for the contract to design and construct Dubai Metros Blue line on 15, January, 2024.
On 12, January, 2024, Dubai’s Roads and Transport Authority (RTA) gave information on the companies that had applied for the contract stating that they had been qualified to make bid for the contract of the project.
Bidders for the Dubai Metro Blue Line Tender
A total of six consortia have come up in order to bid for the upcoming project. These are: Hyundai Rotem, China Civil Engineering Construction Corporation, and Nippon. The second consortium is constituted of China Railway Rolling Stock Corporation, Limak Holding, and Mappa both based in Turkey. The third consortium comprises of Siemens from Germany, Samsung from South Korea, Larsen & Toubro from India, and Wade Adams from United Arab Emirates. Alstom from France, FCC from Spain, and ChinaState Construction Engineering Corporation formed the fourth consortium. As for the fifth consortium, CAF from Spain partnered with both China Tiesiju Civil Engineering Group and Arab Contractors from Egypt. The sixth and last consortium comprised of Hitachi from Japan and WeBuild from Italy.
In November 2023, the mentioned companies were reported to be forming the consortia in preparations for the bidding of the design and build for the Dubai Metro Blue Line project. Additionally, RTA issued a notice in the month of October seeking interests from potential contractors for the design and build of the line project.

Cost of the Project
This project is foreseen to cost $4.9 billion. It is also one of the largest upcoming infrastructure projects in Dubai that needs both international and local contractors to work as a single unit for its implementation.
Dubai Metro Line Tender Requirements
The selected contractor for the Dubai Metro Line Tender shall be responsible for all of the civil works of the Dubai Metro project, its electromechanical works, and the rolling stock and rail systems. Furthermore, the contractor will aid in the maintenance and operation works of the project for the first three years after fully completing the project.
The Blue Line shall link the existing Red and Green lines. Its total length will be 30 kilometers; having 15.5 kilometers of its length located in the underground and 14.5 kilometers located above ground. Moreover, the line shall contain a total of 14 stations, of which 7 of them will be elevated. There will also be 5 underground stations, inclusive of one interchange station, and a couple of elevated stations that will be linked to both Centrepoint and Creek stations.

Scope of the Project
The scope of the contract entails the supply of a total of 28 driver-less trains, the establishment of a depot that will be able to accommodate up to 60 trains, and building of all the roads that will be associated with the project, the facilities in the project, and also the utility diversion works that will take place.
The detailed scope of work for the project will be inclusive of:
- The civil works, which entail the detailed design and building works of both the architectural and structural features i.e. the tunnels, all the stations of the project, the viaducts etc.
- Designing and implementing of the electromechanical works.
- Designing, procuring, and delivering the operation and control systems for the railway, stations, and the facilities in the project.
- Designing, manufacturing, and supplying of the rolling stock.
