The construction of the Street underpass project, in Moorhead has commenced, coinciding with the citys preparations for road construction projects in 2024. During the Moorhead City Council meeting on March 25 bids were. Decisions are set to be made following public input sessions. Moorheads Assistant City Engineer, Tom Trowbridge highlighted that the selection of summer projects was based on maintenance and reconstruction needs outlined in the citys pavement management program.
Scope
Timely maintenance plays a role in extending the lifespan of roads with mill and overlay projects scheduled every 25 to 30 years to refresh road surfaces. Trowbridge emphasized that proactive maintenance efforts aim to road durability; however there comes a point where complete pavement overhauls become necessary. When roads reach this stage the city assesses whether rehabilitation or full reconstruction is needed—rehabilitation involves preserving existing features like curbs and gutters while replacing pavement whereas reconstruction entails replacing both pavement and concrete structures. Additionally close collaboration with property owners is maintained to minimize disruptions during construction phases, as possible.
He is encouraging residents who have accessibility needs to get in touch with the city.
“That way we can address their needs ” he explained.
Most of the construction work is scheduled for June, July and August to avoid school bus traffic according to Trowbridge. He mentioned that other agencies, like Moorhead Public Service and Excel Energy have utility upgrade projects lined up and might start construction earlier.
Residents and travelers can anticipate projects this summer. Plans include rehabilitation and mill overlay work on portions of Street North, Street North and Sixth Avenue North near Robert Asp Elementary.
On Street North a mill overlay project is set from Sixth Avenue North to Avenue North. On Street North there are plans for rehabilitation and mill overlay work on segments from Second Avenue North to 13th Avenue North. Likewise on Sixth Avenue North sections of rehabilitation and mill overlay work are planned from Ninth Street North to Street North.
Additionally Excel Energy and Moorhead Public Service are preparing utility enhancements, in the vicinity. Xcel Energy intends to replace gas mains while Moorhead Public Service aims for water improvements.
Construction Cost
Based on the city records the project estimated cost is $3,820,500. This includes $322,000 allocated for water enhancements that will be reimbursed by Moorhead Public Service. Around $843,000 of the expenses will be covered through assessments.
A public hearing regarding the project is scheduled to take place during the Moorhead City Council meeting, on March 25.
The proposed enhancements focus on Fourth Avenue North and 30th Street North near the EasTen Shopping Center in east Moorhead.
For Fourth Avenue North there are plans in place for a mill and overlay project from Street North to Street North. Additionally rehabilitation work is set for Street North from Fourth Avenue North to Second Avenue North.
Moreover repairs are planned for a section of sidewalk on the side of Street North.
As per city documents and the lowest bid received the projected cost of this project stands at $774,000. Special assessments are expected to contribute around $175,000 towards this expense.
A public hearing for this project is also scheduled during the Moorhead City Council meeting on March 25.
Down near Concordia College, mill and overlay projects along, with a reconstruction initiative have been proposed for segments of Fourth Avenue South Fifth Avenue South and Sixth Street South.
The city has construction projects, for Fourth Avenue South from Fourth Street to Eighth Street and Fifth Avenue South from Fourth Street to Sixth Street. Additionally they plan to reconstruct Sixth Street South from Fourth Avenue to Seventh Avenue.
The improvements also involve repairing sidewalks for ADA compliance and safety reasons. Water main replacement is also part of the plan.
City officials estimate that the project will cost around $2,168,000 with Moorhead Public Service contributing $710,000 for the water replacement. Special assessments are expected to cover $293,000.
