A landmark decision is reshaping the American critical minerals landscape as Hudbay Minerals and Mitsubishi Corporation officially give the green light to a $2.07 billion investment to construct the Copper World project in Arizona. Located roughly 50 kilometers southeast of Tucson, the definitive feasibility study confirms that this venture will establish the next major open-pit copper mine in the United States, targeting initial production by the second half of 2029.
As global demand for electrification surges and data center expansions strain electrical grids worldwide, the United States remains heavily reliant on copper imports. Projects like Copper World are increasingly viewed through a strategic lens of national security and domestic supply-chain resilience, positioning Arizona to become a primary anchor for ‘Made in America’ critical minerals over the coming decades.
The sanctioning marks a monumental milestone for Hudbay’s strategic growth, effectively doubling the company’s consolidated annual copper production to approximately 250,000 tonnes. Backed by robust economics, the project addresses mounting global supply deficits driven by accelerating electrification and data center expansion.
Copper World’s advance toward construction mirrors a broader critical minerals surge across Arizona, aligning directly with the timeline of the Santa Cruz Copper Project, which also targets initial production by 2029. Together, these major regional developments highlight a synchronized push to expand domestic copper output and secure the industrial raw materials essential for American manufacturing and electrification.
A Disciplined Financial Blueprint
Financing for Copper World relies on a disciplined, low-leverage model that maximizes stakeholder returns. Hudbay and Mitsubishi Corporation structure the project as a 70/30 joint venture, following Mitsubishi’s strategic $600 million initial equity investment. Developers estimate initial growth capital at $2.07 billion, or $1.84 billion net of a precious metals stream deposit from Wheaton Precious Metals. Crucially, a $230 million Wheaton stream deposit and approximately $650 million in anticipated project-level debt enable Hudbay to defer its capital contributions until 2028. This elevates Hudbay’s levered internal rate of return to 32% under the base case.
“The robust Copper World DFS and our joint final investment decision paves the road to production in the second half of 2029, establishing a low-capital intensity, high-margin operation that will generate strong long-term returns for Hudbay, Mitsubishi and our stakeholders,” said Eugene Lei, Hudbay’s President and Chief Financial Officer.
Robust Production and Low Operating Costs
Copper World stands out as one of the highest-grade open-pit copper projects in the Americas, boasting proven and probable reserves of 390 million tonnes at 0.47% copper. Over its first decade of operations, the mine will yield an average of 102,000 tonnes of copper annually while maintaining low average cash costs of $1.65 per pound.
Reflecting on the broader significance of the venture, Peter Kukielski, Hudbay’s Chief Executive Officer, noted: “The approval of the development of Copper World represents a significant milestone for Hudbay, our partners at Mitsubishi, our stakeholders, and the copper landscape in the U.S. This project adds more than 100,000 tonnes of annual copper production over the first 10 years, and the DFS demonstrates the full potential of the project in the Extension Case, delivering higher annual copper production for more than 30 years.”
Socioeconomic impact in Arizona: Beyond mining metrics, the development promises substantial socioeconomic contributions to Arizona. Developers expect the project to generate over 1,000 construction jobs, 500 permanent operating roles, and up to 3,000 indirect employment opportunities. Furthermore, it will contribute between $1.1 billion and $3.7 billion in total U.S. taxes across its lifecycle, reinforcing domestic supply chains with “Made in America” copper cathode potential through advanced concentrate leach facility engineering.
Analysts evaluate the project across two distinct operational pathways:
- Base Case: A 15-year mine life utilizing private landholdings, requiring only state and local permits that have already been secured. It delivers an after-tax NPV of $1.2 billion at a $5.00/lb copper price.
- Extension Case: A 37-year expansive mine life that incorporates unpatented claims on federal lands starting in year 10, pushing after-tax NPV to $2.5 billion.
