Network Rail’s southern region in the UK has notified firms to a forthcoming bid race to get two partners for Southern Integrated Delivery model, a new 10-year-plus deal to develop signalling and track in the territory. The region is anticipating for a step-change in the way renewals are developed on its network, making the most of modern ways of working and technology and collaboration-focused tendering.

The Southern Integrated Delivery model, a fresh delivery approach, will consist of a switch to integrated and collaborative Project 13 principals of delivery for an evaluated total work programme of up to £9.6bn across Control Periods 7 and 8. The partnership approach will be used to develop all categories of railway asset work as well as track, signalling & telecoms, buildings & civils, electrification and plant and other minor duties.

“Southern Integrated Delivery (SID), Signalling & Track”

Building and civil duties as already been tendered out with the hunt for a different business partners for signalling and track on Kent Sussex and Wessex routes to complete the shake-up. Civils and buildings will constitute 30% – 45% of spending, track with 15% – 25%, 5% – 15% on signaling, plant and electrification 5% -10% while minor works accounts for 20%- 30% of the overall estimated value. Successful firms will have to sign into a development phase agreement at first, set to start in January 2023, running through until April 2024. Later the partners will have to sign into a multi-party SID Agreement grounded on the Network Rail’s alliance form of contract.

A virtual market briefing meeting will be hosted by Network Rail on Thursday 20 January 2022, starting from 10.00 until 12:00 to brief interested companies. Firms interested should register for the event by emailing the attendee’s name, organisation and contact number before 13 January. “Southern Integrated Delivery (SID) – Market Briefing – Signalling & Track” should be the email’s title.
