Tutor Perini Corporation has secured a $1.871 billion contract to construct the Staging and Storage Facility and Ramp Structure components of the Midtown Bus Terminal Redevelopment Program in New York City. The Board of Commissioners of the Port Authority of New York and New Jersey voted to approve the contract.
The Staging and Storage Facility will be a new seven-story facility at 9th and 10th Avenues between West 39th and West 40th Streets. It will have a maximum of 350 bus space indoors for staging and storage. It will also serve as a temporary terminal while the new main terminal is being built.
Included also in the contract is building an elevated ramp structure. It will occupy the block between 10th and 11th Avenues and 39th and 40th Streets. The ramp will allow buses to enter the Lincoln Tunnel from the elevated levels of the new terminal, smoothing traffic during and after construction.
Gary Smalley, President and CEO of Tutor Perini, said the project would improve transportation for the region and praised the company’s continued partnership with the Port Authority. He mentioned the company’s recent efforts to redevelop Newark Liberty International Airport’s Terminal A as an example of their previous collaboration.
Construction start
Construction will begin in the fall of 2025, with the current phase finished by the fall of 2028. Tutor Perini will include the full value of the contract in its backlog in the second quarter of 2025.
The Midtown Bus Terminal Redevelopment Program is the state’s most ambitious infrastructure project, with a vision to replace the aging terminal and improve commuter travel into and out of Manhattan.

First Phase of Midtown Bus Terminal Redevelopment Program
Construction is currently underway on the initial phase of the Midtown Bus Terminal Redevelopment Program in New York City. The work in the first phase involves the construction of the Dyer Avenue deck-overs, a $271 million project formally begun with a groundbreaking on May 29, 2025. The buildings are constructed above the below-grade portions of Dyer Avenue and the Lincoln Tunnel Expressway between West 37th and 39th Streets. They will be bus staging terminals at first. Upon completion of the main terminal, the deck-overs will be repurposed into 3.5 acres of public park area. Phase 1 will be completed by 2028.
The bigger redevelopment is a $10 billion project led by the Port Authority of New York and New Jersey. The plan includes a new main terminal, a distinct storage and staging facility, and new ramps with direct connection to the Lincoln Tunnel. The facilities will consist of a multi-level indoor atrium, expanded retail space, and a closed permanently portion of 41st Street from Eighth to Ninth Avenues for pedestrian use. The new main terminal will be in operation by 2032, and all phases of redevelopment will be finished by 2040.
Sustainability
Sustainability is an integral part of the project. The new terminal will be electric bus–ready and built to run at net-zero emissions. Smart infrastructure will reduce street-level traffic and idling, improving local air quality. Importantly, the project delivers within the existing Port Authority property footprint, avoiding the need to buy private land and reducing disruption to local communities. These 3.5 acres of open space from the deck-overs will provide long-term recreational and environmental benefits.
