Samsung Electronics has accelerated plans for its flagship semiconductor manufacturing complex in Yongin, South Korea, targeting the start of operations at its first chip fabrication (fab) plant in 2029 – up to two years earlier than previously planned – as the company races to capitalize on surging global demand for advanced memory chips used in AI infrastructure. The revised timeline also underscores South Korea’s broader push to strengthen its position in the global semiconductor industry amid intensifying competition from the U.S., Taiwan and China.

Samsung also said the accelerated schedule reflects growing demand for high-performance memory products. This is particular to high-bandwidth memory (HBM) and advanced DRAM used in AI servers, data centers and next-generation computing applications.

The growth in generative AI, hyperscale cloud infrastructure and AI accelerators has placed enormous pressure on chipmakers to expand manufacturing capacity.

Samsung has also been working to close the gap with rival SK Hynix in the lucrative HBM market. This is while simultaneously expanding its foundry business. Additionally, for the revised timeline to be achieved, large-scale site development is expected to proceed rapidly. Major construction activities could begin as early as 2027 following infrastructure works scheduled for the second half of this year.

Located south of Seoul in Gyeonggi Province, the Yongin National Semiconductor Industrial Complex is one of the largest semiconductor developments ever undertaken globally.

Samsung plans to construct six semiconductor fabrication plants within the complex. It will create what is envisioned as a next-generation manufacturing hub for advanced memory and system semiconductors. The project also complements Samsung’s existing semiconductor campuses in Pyeongtaek, Hwaseong and Giheung. This will also further consolidate the region as one of the world’s largest concentrations of semiconductor production facilities.

Government fast-tracks strategic chip projects

Samsung’s revised schedule also closely aligns with the South Korean government’s intensified efforts to accelerate nationally strategic semiconductor investments.

President Lee Jae Myung recently directed government ministries to expedite environmental reviews, permitting, land acquisition and utility connections for major semiconductor and AI projects. He also warned that bureaucratic delays could undermine the country’s technological competitiveness.

“Only speed matters,” Lee said while urging officials to process approvals simultaneously rather than sequentially. President Lee also urged the securing of electricity and water infrastructure well ahead of construction.

The government hopes to double South Korea’s memory-chip production capacity within the next five years by accelerating fab construction in Yongin. This is while developing an additional semiconductor cluster in Gwangju. Furthermore, Samsung and SK Hynix have both committed to investing hundreds of billions of dollars domestically as part of the initiative.

The Yongin cluster is part of South Korea’s long-term strategy to establish the world’s largest semiconductor ecosystem. Yongin cluster integrates semiconductor chip fabrication, research and development, materials suppliers, equipment manufacturers and packaging companies within a single industrial corridor.

Massive investment across multiple semiconductor hubs

The decision to start operations at the first chip fab plant for Samsung at Yongin in 2029  also follows the company’s announcement last month of one of the most ambitious semiconductor investment programs in its history.

Samsung said it would invest approximately 2,030 trillion won (US$1.35 trillion) across its semiconductor clusters in Pyeongtaek and Yongin over the coming decades. Separately, Samsung also announced plans to invest 400 trillion won to establish two new semiconductor fabrication plants in Gwangju. This is as South Korea expands advanced manufacturing beyond the Seoul metropolitan region.

SK Hynix has likewise unveiled significant domestic investments. This includes new manufacturing facilities intended to support booming AI-related memory demand.
