Saudi Landbridge Riyadh Section has entered a new procurement milestone after Saudi Arabia Railways (SAR) began issuing clarifications to bidders for the Riyadh Rail Link contract. The move follows bid submissions for the strategic railway package and signals continued progress toward one of the country’s largest transport infrastructure programs.
The Riyadh section forms a critical component of the estimated $26.6 billion Saudi Landbridge Project, which will strengthen freight movement, improve national rail connectivity, and support Saudi Arabia’s Vision 2030 logistics ambitions.
The clarification process allows bidders to address technical and commercial questions before SAR completes its evaluation. Consequently, the exercise should help refine proposals and reduce procurement risks before the contract award. Industry observers also view the stage as evidence that the project continues to advance under the revised delivery mechanism announced earlier this year.
Saudi Landbridge Riyadh Section advances toward contract award
The Riyadh Rail Link covers approximately 35 kilometers of new double-track railway across the capital. It will connect SAR’s North-South Railway with the Eastern Railway network, creating an essential missing link within the wider Saudi Landbridge system.
Besides the railway itself, the contract includes viaducts, civil engineering works, and utility diversions, signaling systems, telecommunications infrastructure, and associated railway installations. These works will prepare the corridor for future freight and passenger operations while improving network resilience.
SAR received contractor proposals at the end of June after extending previous submission deadlines to encourage competitive participation. Clarifications now represent the next procurement milestone before technical evaluation concludes and the preferred contractor emerges.
The Riyadh package remains one of several phases planned under the wider Landbridge program. Instead of delivering the network through a single contract, Saudi Arabia adopted a phased implementation strategy after negotiations with a Chinese consortium ended without agreement over local content requirements.
Saudi Landbridge Riyadh Section strengthens national logistics
The wider Saudi Landbridge program will create more than 1,500 kilometers of new railway infrastructure across the Kingdom. Its centerpiece remains a new 900-kilometre railway linking Riyadh with Jeddah, giving the capital direct freight access to King Abdullah Port on the Red Sea.
Additional components include upgrading the existing Riyadh-Dammam railway, constructing the Riyadh bypass link, and developing a railway connection between King Abdullah Port and Yanbu. Together, these investments will improve cargo movement between the Red Sea and the Arabian Gulf while reducing transport costs across Saudi Arabia.
Furthermore, the railway supports Vision 2030 by expanding multimodal logistics infrastructure and strengthening Saudi Arabia’s position as a regional transport hub. Faster freight movement should also enhance industrial competitiveness, attract investment, and improve supply chain efficiency across the Kingdom.
Although the Landbridge concept first emerged in 2004, progress slowed because of right-of-way challenges, route alignment issues, financing considerations, and procurement complexities. However, the revised phased delivery model has restored momentum, allowing individual packages to advance independently.
Construction outlook
The clarification period will likely conclude before SAR finalizes technical and commercial evaluations. Following contract award, the successful contractor will begin detailed design before launching major construction activities along the Riyadh corridor.
As work progresses, the Riyadh Rail Link will become one of the most strategically important railway projects in Saudi Arabia. Once complete, it will integrate existing rail corridors and create the backbone for the wider Landbridge network, supporting long-term freight growth and national economic diversification.
The Riyadh Rail Link also complements Saudi Arabia’s broader rail expansion strategy. Meanwhile, the Kingdom is advancing other flagship transport schemes, including the Mecca Metro project, which recently entered the design tender stage to improve pilgrimage transport capacity.
