TUSCO Jhansi Solar Park in India Launches 600MW EPC Tender

GAIL (India) Limited has moved ahead with one of its largest renewable energy investments by inviting engineering, procurement and construction (EPC) bids for a 600MW solar photovoltaic (PV) project integrated with a 275MW/550MWh battery energy storage system (BESS) at the TUSCO Jhansi Solar Park in Uttar Pradesh. The tender marks the next major milestone in a project that is expected to strengthen GAIL’s captive clean energy portfolio and support grid stability through utility-scale battery storage.

EPC Scope and Schedule

The selected EPC contractor will undertake the complete development of the project. This will include design, engineering, procurement, supply and construction. The selected EPC contractor will also handle erection, testing, commissioning, operational trial runs and five years of comprehensive operation and maintenance (O&M).

The inclusion of a 275MW/550MWh BESS is intended to improve dispatch flexibility and enhance grid reliability. It is also expected to facilitate greater integration of renewable energy into the state’s electricity network.

According to the tender schedule, bid documents became available on July 21, while online bid submissions will open on July 31. Interested bidders must submit proposals by August 20, with technical bids scheduled to be opened on August 21.

The solar-plus-storage facility will be constructed within the TUSCO Solar Park in Jhansi, a major renewable energy hub in Uttar Pradesh developed by TUSCO Limited. The project is also part of GAIL’s broader strategy to diversify into low-carbon energy.

Earlier this year, GAIL signed agreements with TUSCO to establish the project. The solar park is intended to supply captive power to the company’s petrochemical complex at Pata in Auraiya district. It will also support additional electricity demand from electrified gas-based infrastructure and compressed biogas (CBG) plants across the state.

The project also represents one of the more significant integrated renewable energy developments being undertaken by a public sector enterprise in India. Coupling 600MW of solar generation with a 550MWh battery storage system is also expected to smooth solar output. This will enable energy shifting into periods of peak demand and improve overall system reliability. These capabilities that are also becoming increasingly important as India’s renewable energy capacity continues to expand.

Clean Energy Transition

For GAIL, the investment aligns with its ongoing transition towards cleaner energy sources beyond its traditional natural gas business. The company has also been steadily increasing investments in renewable power as part of its decarbonization strategy. This is while supporting India’s national objective of significantly expanding renewable energy generation. The country also aims to reducing emissions from industrial operations.

Additionally, once completed, the Jhansi project is expected to become one of the largest captive solar-plus-storage installations in India. This is as India continues to increase its renewable energy portfolio with projects such as the 500MW Andhra Pradesh Solar Project by HMPL.
