Umm Shaif LTDP-2.1

The Umm Shaif LTDP-2.1 expansion project in Abu Dhabi is approaching another procurement milestone as ADNOC Offshore considers early engagement with contractors before launching its main engineering, procurement and construction (EPC) tender.

The planned development will sustain crude production at approximately 390,000 barrels per day while allowing peak output to reach 430,000 barrels per day. According to MEED’s October 21, 2026 report, the proposed engagement follows an expression-of-interest exercise completed in June.

The initiative will help shape the next phase of infrastructure development at one of the United Arab Emirates’ longest-operating offshore oil fields.

However, ADNOC Offshore has not publicly confirmed the expansion’s overall construction cost, so the approximately $2 billion value associated with the preceding LTDP-2 phase should not be treated as the budget for LTDP-2.1.

Umm Shaif LTDP-2.1 Expansion Moves Towards Contractor Engagement

The proposed early engagement will precede the main EPC tender for the long-term development plan’s next phase. Although the operator has not announced a tender date, the exercise signals continued preparation for major offshore and onshore construction works.

Furthermore, the project builds on earlier investments designed to sustain production and improve the field’s long-term performance. ADNOC Offshore completed the initial expression-of-interest process for two main EPC packages in June 2026. The next engagement stage could allow contractors to clarify technical requirements, execution challenges and interface arrangements before submitting formal proposals.

The planned infrastructure includes a new combined artificial island equipped with drilling facilities, processing systems, utilities and supporting infrastructure. In addition, the development covers an optimized crude-stabilization train at ADNOC’s existing facilities on Das Island.

These components will support production continuity while accommodating the field’s targeted output increase. However, the operator has not yet publicly disclosed the final construction schedule or the complete contract values for LTDP-2.1.

Umm Shaif LTDP-2.1 Expansion Includes Offshore and Island Infrastructure

The offshore construction package covers several structures needed to support drilling, fluid transportation and field operations. Planned facilities include three water-injection wellhead towers, an electrical submersible pump wellhead tower, a riser platform and a manifold tower.

Additionally, contractors will construct two flare towers, offshore bridges and supporting bridge structures. The scope also includes well-fluid flowlines, a main oil pipeline, water-injection pipelines, gas export lines and subsea cable systems.

On Umm Shaif Island, the development will introduce a three-phase separation system comprising two processing trains. Each train will handle approximately 135,000 barrels per day.

The island facilities will also include two associated-gas compression trains and gas dehydration units. Each compression and dehydration train is designed for a capacity of 275 million cubic feet per day.

Moreover, the supporting works include produced-water treatment systems, water-injection facilities, utilities, process buildings and associated tie-ins. Together, these installations will strengthen the infrastructure required to sustain offshore production.

Australia-headquartered Worley has carried out front-end engineering and design work for the LTDP-2.1 development. Its engineering input provides a foundation for the subsequent procurement and construction stages.

Umm Shaif LTDP-2.1 Expansion Builds on Earlier Development Phases

The new phase follows LTDP-1 and LTDP-2, which established the foundation for further production improvements. In January 2022, ADNOC Offshore awarded NMDC Energy a $946 million EPC contract for LTDP-1. The operator subsequently awarded McDermott the main EPC contract for LTDP-2 in 2024. That earlier phase carried an estimated value of $2 billion and targeted production of 390,000 barrels per day by 2027.

Consequently, LTDP-2.1 represents another step in maintaining the field’s production capacity and supporting future operational requirements. Its combined offshore structures, pipelines and island processing facilities will require coordination across marine construction, fabrication, installation and commissioning.

However, contractors must await further procurement details before the market can establish the new phase’s precise commercial scale. ADNOC Offshore has not announced the LTDP-2.1 budget, selected EPC contractors or confirmed construction completion date.

The Umm Shaif LTDP-2.1 expansion and the $8 billion Bab Gas Cap project highlight ADNOC’s continued investment in Abu Dhabi’s energy infrastructure. While Umm Shaif LTDP-2.1 focuses on sustaining offshore oil production through new platforms, pipelines and processing facilities, the Bab Gas Cap project targets additional gas-processing capacity through a major plant development and associated infrastructure. Both projects demonstrate the scale of construction and contractor coordination required to expand the UAE’s upstream energy assets.
