Vantage Data Centers has bought the 180-acre site planned for the $3 billion Powhatan Technology Park data center campus. An entity tied to the Colorado-based developer paid roughly $9.4 million for the site. The land sits on the Powhatan-Chesterfield county line.
County records detail the deal in two parts. The original 120-acre tract, mostly at 1318 Page Road, closed on Oct. 21 for $5.7 million. A roughly 60-acre addition closed the same day for $3.65 million. Powhatan Technology Park LLC bought both parcels. The sellers were New County Line Farm LLC, tied to Harold and Christina Ellis. The second parcel belonged to JMS Investments LLC, tied to Mark and Deborah Sowers. Online property records had not yet reflected the sale as of Friday afternoon.
Vantage confirmed the purchase in an email on Friday. “We are evaluating opportunities for future development at the location, but we do not have any additional details to share at this time,” a company representative wrote to BizSense. “We look forward to engaging with local stakeholders and the community as planning progresses and will share more information when available.”
Other Projects.
Another project is the Tract Hanover data centre. The Tract Hanover Data Center, also known as Hanover Technology Park, is a massive 1,200-acre master-planned campus in Hanover County, Virginia, designed to support an immense 2.4GW capacity at full build. This project serves as a prime example of the “AI factories” strategy mentioned in the attached document, where Nvidia and its partners are scaling infrastructure to unprecedented levels.
Scope of implementation on the Powhatan Technology Park data center campus
County officials approved the original 120-acre project in 2024, after California-based Province Group proposed it. In October 2025, county supervisors then added 60 more acres, bringing the campus to its current 180 acres. The site sits east of Page Road, just north of Anderson Highway, and borders Chesterfield County.
County staff reports describe up to four detached data center buildings totalling 2 million square feet. Many call it the biggest data center project in county history. As of last year, Province Group expected buildout in multiple phases over at least five years.
However, the county has not yet received a site plan. Province Group CEO Mark Kerslake told the Planning Commission last year that the company had lined up an end user. He never named that customer, and the county has not confirmed one since.

Challenges facing the Powhatan Technology Park Data Center Campus
The relationship between Province Group and Vantage remains unclear. Even so, a Powhatan County representative confirmed on Friday that Province Group still works on the project. Vantage brings its own track record. The company, founded in 2010, has built dozens of campuses worldwide. Its Virginia portfolio includes three Ashburn campuses and one in Fredericksburg.
Meanwhile, competition across the Richmond region keeps intensifying. Google revealed last week that it is weighing a roughly 1,000-acre site in Goochland County’s West Creek Business Park. The potential data center there would draw 1,200 megawatts. Google has also started construction on a campus in eastern Chesterfield, next to Meadowville Technology Park. It also plans more facilities in the county’s western end. Hundreds of residents near the Goochland-Henrico line have raised concerns about the pace of these projects.
Province Group, based in Newport Beach, has entitled or developed more than 75 projects. The combined value exceeds $850 million. The Powhatan campus appears to be the firm’s first development in the Richmond area.
For now, Vantage controls the land, the approvals stand, and the site plan comes next.
