Zarqa Construction development program has entered a major new phase after Jordan’s government unveiled a development package worth approximately $1.1 billion for the governorate. The three-year program targets infrastructure, healthcare, education, transport, industry, and employment projects. Moreover, the initiative seeks to improve public services, attract investment, and strengthen Zarqa’s position as one of Jordan’s most important industrial centers. The government expects the program to accelerate economic growth while creating opportunities for residents across the governorate.
Prime Minister Jafar Hassan announced the program during a Cabinet session held in Zarqa. He described the initiative as a development partnership between the government and local stakeholders. Furthermore, he stressed that authorities will remain accountable for delivering projects within the announced timelines. The program aligns with directives from King Abdullah II to improve services and investment conditions across the governorate.
Zarqa serves as one of Jordan’s largest industrial and population centers. Therefore, the government has placed significant emphasis on projects that improve living standards while supporting economic productivity. Officials also view the program as a key component of Jordan’s broader Economic Modernization Vision.
Zarqa Construction Development Program Prioritizes Health and Education
Healthcare projects form a major component of the investment package. Most notably, the government has prioritized construction of a new building for Prince Faisal Hospital in Ruseifa. Authorities already awarded the tender and started preliminary works. The facility carries an estimated cost of JD9 million and should improve healthcare capacity across the governorate.
In addition, the government plans a comprehensive healthcare center in Zarqa. The project aims to reduce pressure on existing medical facilities and improve access to specialized services. These investments respond directly to increasing demand from the governorate’s growing population.
Education infrastructure also features prominently in the program. The government intends to expand educational facilities and improve learning environments. Consequently, officials expect these projects to support workforce development and strengthen long-term economic competitiveness.
The administration believes improved healthcare and education services will encourage private investment. As a result, the governorate could attract additional industrial and commercial activities over the coming years.
The healthcare component of the Zarqa development program reflects a wider regional trend toward expanding medical infrastructure across the Middle East. Similar investments are underway in Saudi Arabia, where the Saudi German Hospital expansion project is adding new outpatient facilities and inpatient capacity to meet growing healthcare demand.
The project includes a new outpatient tower and additional hospital beds, further highlighting how governments and private healthcare operators are increasing investment in modern medical facilities to improve service delivery and support population growth.
Zarqa Construction Development Program Expands Transport Infrastructure
Transport infrastructure represents another major investment area. The government plans to extend Bus Rapid Transit services toward the Hashemite University. Additionally, officials are advancing plans for a new passenger terminal capable of handling significant daily traffic volumes. These projects seek to improve mobility between Zarqa and neighboring urban centers.
Meanwhile, authorities completed the economic feasibility study for the Amman-Zarqa Light Rail project. The proposed railway would rehabilitate existing corridors and enhance regional connectivity. Although separate from the newly announced package, the rail project complements broader transport improvements planned for the governorate.
Industrial development remains equally important. King Abdullah II recently directed the government to accelerate implementation of the Zarqa Industrial City project. The environmentally focused industrial zone aims to attract more than 200 industrial investments and create thousands of jobs. Therefore, officials view it as a strategic catalyst for economic growth.
Furthermore, the government plans to strengthen employment opportunities through industrial expansion and investment support measures. Officials believe these initiatives will generate sustainable economic benefits while reducing unemployment levels.
The program includes approximately 155 projects across multiple sectors. According to government officials, many initiatives have already progressed through planning and implementation stages. Consequently, residents should begin seeing tangible improvements in services and infrastructure during the coming years.
Jordan continues to advance large-scale infrastructure investments despite regional challenges. The Zarqa program demonstrates the government’s commitment to balanced regional development and long-term economic modernization. If delivered successfully, the initiative could reshape one of the Kingdom’s most important industrial regions while improving quality of life for its residents.
