The Ruwais terminal ammonia financing has reached financial close at $1.39 billion, advancing two major industrial construction projects in Abu Dhabi. The funding supports the development of chemical storage, export infrastructure and a large-scale ammonia production facility. TA’ZIZ announced the financial close on November 4, 2026, during ADIPEC 2026. Both financing transactions attracted subscriptions exceeding their targeted amounts, demonstrating strong interest from regional and international lenders.
The projects form part of the wider TA’ZIZ Industrial Chemicals Zone in Al Ruwais Industrial City. Together, they will strengthen the UAE’s chemical manufacturing capabilities and expand its industrial export infrastructure.
The financing package comprises more than $928 million for the TA’ZIZ Terminal project and over $460 million for the TA’ZIZ Ammonia project. The terminal financing includes $225 million in Islamic financing. Meanwhile, the ammonia facility financing supports the final stages of a production development targeting one million tonnes annually.
This financial close follows the $2 billion secured in April 2026 for the TA’ZIZ methanol project. Consequently, the three developments have secured more than $3.39 billion in financing. This funding milestone strengthens the wider industrial zone’s delivery prospects.
Ruwais Terminal Ammonia Financing Supports Industrial Infrastructure
The TA’ZIZ Terminal project will provide the primary logistics gateway for the industrial chemicals zone. Its development includes liquid chemical storage infrastructure and export facilities serving regional and international markets.
The terminal operates through a joint venture between ADNOC and Advario Star Energy. Furthermore, its infrastructure will support the movement and handling of chemicals produced within the industrial zone. This will strengthen connections between domestic manufacturing facilities and international markets.
Rotary Engineering secured the engineering, procurement and construction (EPC) contract. According to TA’ZIZ, the contractor had completed approximately 70% of the terminal’s EPC works by November 4, 2026.
The $928 million financing package brings together nine regional and international banks. Mitsubishi UFJ Financial Group (MUFG) acted as financial adviser, arranging long-term non-recourse financing.
The development builds on Abu Dhabi’s expanding ammonia manufacturing ambitions, including the previously announced ammonia production facility project in KIZAD Industrial Area. Both developments strengthen the emirate’s position in the regional chemicals and industrial manufacturing market.
The earlier KIZAD development, announced in 2022, involved plans for green hydrogen production and more than 200,000 tonnes of annual green ammonia exports. The latest KIZAD ammonia production facility project highlights Abu Dhabi’s continuing expansion of its ammonia manufacturing ambitions.
Ruwais Terminal Ammonia Financing Advances Production Capacity
The TA’ZIZ Ammonia project involves a joint venture between TA’ZIZ, Fertiglobe, Mitsui & Co. and GS Energy Corporation. The partners are developing a production facility with an annual capacity of one million tonnes.
The facility will produce lower-carbon ammonia, supporting industrial manufacturing and emerging energy applications. Ammonia also serves as an important feedstock for fertiliser production and other chemical value chains. Additionally, its potential applications include marine fuels and hydrogen transportation.
Tecnimont secured the ammonia facility’s EPC contract. Its engineering, procurement and construction works had exceeded 90% completion by November 2026. Therefore, the latest financing supports the project’s final delivery phase.
The ammonia financing exceeds $460 million and involves seven banks from China, Kuwait, Spain and Singapore. Sumitomo Mitsui Banking Corporation (SMBC) served as exclusive financial adviser. The financing takes the form of a six-year term facility.
The terminal’s construction scope also covers storage tanks, pipelines connecting storage facilities to the jetty and inter-site pipeline networks. These components will facilitate chemical handling, storage and transportation throughout the industrial zone.
The wider industrial chemicals zone provides the strategic foundation for these developments. TA’ZIZ plans to establish an integrated manufacturing ecosystem supporting chemical production, logistics, utilities and export operations. Phase One targets approximately 4.7 million tonnes of annual chemical production by 2028.
Additionally, the ammonia facility forms part of the UAE’s lower-carbon industrial development strategy. TA’ZIZ identifies ammonia applications across fertiliser manufacturing, marine fuels, power generation and hydrogen transportation. The company also targets commercial operations for its low-carbon ammonia facility in 2027.
TA’ZIZ Chief Executive Officer Mashal Saoud Al-Kindi said the financing demonstrates international lenders’ confidence in the company’s industrial development strategy. He also chairs both project companies.
Advario Chief Executive Officer Bas Verkooijen highlighted the importance of securing long-term, non-recourse financing. Fertiglobe Chief Executive Officer Ahmed El-Hoshy said the funding supports the ammonia facility’s final delivery phase.
