The Finland infrastructure project will channel at least $15 billion into data centers and supporting infrastructure by 2028. The investment marks Google’s largest single commitment in Europe and will strengthen Finland’s position as an AI infrastructure hub. Construction will span Hamina, Kajaani, Muhos and Vaala, while clean-energy projects will support the expanding digital facilities.
The development will respond to rising computing demand from artificial intelligence services and Google’s expanding digital platforms. Moreover, the project will strengthen infrastructure supporting Gemini, Search, Maps and YouTube across Finland and Europe.
Finland infrastructure project targets four locations
Construction activity will focus on new data centers in Kajaani, Muhos and Vaala. Meanwhile, Google plans to expand its existing data center campus in Hamina.
Google acquired land in Kajaani and Muhos in 2024, covering about 2,100 hectares. The Muhos development has already entered preliminary infrastructure work ahead of its next construction phase.
Furthermore, Google will work with Fingrid and Business Finland to identify grid-friendly locations for its infrastructure. The strategy favors northern Finland, where existing electricity infrastructure sits near carbon-free generation.
The approach could reduce additional grid investment while improving access to reliable electricity. It also positions the construction program around Finland’s existing energy advantages.
Google’s Hamina facility provides an established foundation for the wider expansion. Google converted a former paper mill there into a data center in 2009.
Between 2023 and 2025, the Hamina operation supported more than 600 Finnish suppliers. Those suppliers covered construction, operations and network infrastructure services.
Finland’s data center construction boom is gaining further momentum as Google commits $15 billion to AI infrastructure through 2028. The investment follows major hyperscale developments already underway, including TikTok’s Project Clover. TikTok’s Kouvola facility forms part of its €12 billion European expansion and demonstrates Finland’s growing appeal for energy-intensive digital infrastructure.
Finland infrastructure project strengthens energy systems
The Finland AI infrastructure project will extend beyond buildings and digital equipment. Google will also support electricity-grid improvements, battery storage and clean-energy development.
Most notably, Google and Fortum signed a 22-year power purchase agreement linked to Loviisa nuclear power plant. The agreement covers up to 50% of the plant’s capacity through 2050.
The arrangement will support Loviisa’s planned lifetime extension and power upgrade. The facility currently supplies about 10% of Finland’s electricity and employs approximately 580 people.
Additionally, Google will contract a 94MW battery system to strengthen grid stability during cold and windless periods. The company will also support additional onshore wind capacity across Finland.
The construction program will also include environmental and community investments around the four locations. Google plans ecological restoration covering forests, wetlands, peatlands and wildlife corridors.
Furthermore, Google will invest €31 million in community programs during the next four years. The funding will support education, research, innovation and economic development.
The company will allocate €10 million specifically toward research and innovation initiatives. It will also support AI training for more than 4,400 workers through local education partners.
Google expects the investment to support more than 37,000 jobs nationally during construction in 2027 and 2028. The construction phase could contribute about €3.6 billion annually to Finland’s GDP.
Once operational, the expanded infrastructure will support thousands of permanent positions. These roles will span engineering, technical operations, security, catering and facilities management.
