TikTok data center expansion targets 150MW capacity

The Kouvola data center project will provide TikTok with approximately 150MW of capacity in two construction phases. Construction on the first 50MW phase began in September 2025. Completion of this initial phase remains targeted for 2027. Subsequently, a second phase will add another 100MW of capacity.

The facility forms part of TikTok’s Project Clover, a €12 billion European data sovereignty initiative. The programme seeks to strengthen protection for data belonging to more than 200 million European users. Therefore, the Kouvola facility will support secure storage and processing of European user data.

However, TikTok will not own or directly operate the facility. Instead, the company will become a tenant once the completed data center becomes available. HyperCo is developing the facility and commissioned the economic impact assessment that disclosed its planned capacity.

TikTok previously announced a €1 billion investment for the Kouvola facility. Meanwhile, TikTok announced another €1 billion investment in a separate Lahti data center. The Lahti facility will also support Project Clover and expand TikTok’s Finnish infrastructure footprint.

TikTok data center expansion strengthens Finland’s digital infrastructure

Finland’s data center market has accelerated as technology companies seek reliable power and suitable development sites. Consequently, several large-scale projects now target hundreds of megawatts across the country.

Pure DC announced plans for a €1.5 billion Finnish data center campus. The development will initially provide 110MW while retaining potential to exceed 550MW.

Similarly, Arcem has outlined plans for a data center site with potential capacity reaching 500MW. Nebius also unveiled plans for a major AI factory in Finland earlier this year.

Additionally, Cerebras and Compute Nordic Finland announced a 165MW AI data center in Mikkeli. Construction has already started on its initial 50MW phase.

The Nordic market also continues attracting investment because developers can access land and power more easily. Furthermore, Finland’s energy mix and cooler climate offer advantages for large digital facilities.

Nvidia is also encouraging Nordic infrastructure development by connecting GPU users with data center operators. The initiative reflects growing demand for facilities capable of deploying high-performance computing systems.

TikTok’s project therefore enters a market increasingly shaped by artificial intelligence infrastructure demand. Nevertheless, the Kouvola facility primarily supports European data storage and security rather than dedicated AI workloads.

Finland’s data center boom continues to attract major technology investments, with TikTok’s Kouvola expansion adding to a rapidly growing infrastructure pipeline. The development follows Google’s broader commitments across the country, including data centers, nuclear power and battery storage projects.

Construction outlook for the Kouvola facility

The first construction phase represents the immediate development priority at Kouvola. Once operational, it will establish the facility’s initial 50MW capacity.

The second phase will increase capacity by another 100MW, bringing the planned total to 150MW. Therefore, the project provides a significant long-term expansion platform for TikTok’s European infrastructure.

TikTok’s broader Finnish strategy also includes the Lahti development. Together, the two projects demonstrate the company’s continued commitment to Finland under Project Clover.
