South Korea-based Hanwha Defense USA will invest $2.2 billion to establish an advanced manufacturing campus at the U.S. Army Pine Bluff Arsenal in Arkansas. The plant is thus the first munitions plant the company has built in the United States. The Hanwha Defense manufacturing facility will manufacture propellant charges for 155mm artillery and base-bleed units for U.S. Army readiness. Meanwhile, construction is expected to be finished by 2030 and operations will start in 2031.
Governor Sarah Huckabee Sanders says the Hanwha Defense manufacturing campus will generate almost 400 jobs with average wages of more than $50 an hour. In particular, the plant is part of the Department of Defense’s “Arsenal of Freedom” initiative to revitalize the defense industrial base. Thus, Hanwha Defense’s $2.2 billion investment not only supports national defense priorities but also modernizes the Pine Bluff Arsenal installation.
Another major manufacturing project making headway is Korea Zinc’s Project Crucible. It is a a $7.4 billion integrated smelter and critical minerals processing facility in Tennessee, addresses a key weakness in the U.S. critical minerals supply chain: limited domestic processing capacity. As a result, the plant will be able to manufacture 12 different nonferrous metals, including 11 U.S. government-designated critical minerals. Production is expected to start in 2029 and all processes are expected to be fully operational in 2030.
Hanwha Defense Campus Doubles Initial Investment Commitment
Hanwha Defense initially announced a $1.3 billion investment and 200 jobs when the Army granted the enhanced use lease in January. In particular, the company raised its investment target to over $2 billion after completing site selection and customer requirements analysis. Spokesperson James Hewitt said the growth was due to the company’s “customer service efforts to meet their needs” at the plant.
In addition, the Hanwha Defense manufacturing campus features scaled automation for safe manufacturing and quality control. CEO and President Michael Coulter highlighted the facility’s importance in making Pine Bluff Arsenal “a modern asset that advances national defense priorities and U.S. Army priorities.
Pine Bluff Arsenal Modernization Supports Munitions Production Expansion
The Army has spent about $19 million on upgrades at Pine Bluff Arsenal that are related to the production of smoke grenades and smoke pots. In addition, the Army invested $13.7 million in refurbishment of facilities to support the development of the Hanwha Defense manufacturing campus. It currently manufactures M18, M83 and M8 smoke grenades and conducts testing, evaluation and refurbishment of chemical and biological defense items.
Moreover, the enhanced use lease program enables the Army to lease underused property while receiving income to finance new construction. The Hanwha Defense manufacturing campus expansion will have ample capacity at Pine Bluff Arsenal with its 13,500 acres and 667 buildings.
