Harlow Health Security Campus is moving back toward construction after years of reviews, rising costs and procurement delays. The UK Government has approved a new program business case for the specialist health and biosecurity development.

The decision clears a path for renewed procurement across the major construction packages. It also keeps Kier attached to the technically demanding H50 high-containment laboratory building.

The wider program carries a £3.52 billion funding envelope, including VAT, inflation, risk allowances and relocation costs.

Harlow Health Security Campus targets UK biosecurity

The Harlow Health Security Campus will consolidate UK Health Security Agency operations from several existing locations. It will bring together facilities currently operating at Porton Down, Colindale and the agency’s London headquarters.

The campus will support as many as 2,500 roles currently spread across those locations. It will also strengthen national capacity for responding to infectious disease threats and biological emergencies.

The program includes two principal construction projects. The first involves the H50 High Containment Building, which will contain Containment Level 3 and Level 4 laboratories.

The H50 building will include suited Containment Level 4 laboratories for public health research. Scientists will use air-fed protective suits when handling the most dangerous pathogens.

The second package covers the main campus. It includes laboratories, headquarters offices, logistics facilities, security areas, reception spaces and education buildings.

It will also include an energy center, utilities, roads, parking and extensive external works. The contractor must coordinate these works with the separate H50 construction package.

Harlow Health Security Campus restarts procurement

The Government plans to reinstate Kier’s pre-construction services agreement for the H50 building. Officials say replacing Kier could trigger another 12-to-18-month procurement process. That delay could threaten the program’s position within a highly constrained high-containment construction market. Only three UK suppliers can reportedly deliver facilities at the required scale.

For the wider campus, officials will launch a fresh two-stage Tier 1 tender. Construction Enquirer reports that the procurement could begin in November. The move follows a prolonged program review that effectively froze the main construction supply chain from 2022. Treasury and Department of Health and Social Care reviews examined whether Harlow still represented value for money.

Those reviews followed significant increases from the program’s original £2 billion estimate. Ministers have now approved the program business case and confirmed Harlow as the preferred location.

Planned Construction Works

Early construction works are scheduled to begin in 2028. Main construction should then start during the final quarter of 2029. The existing main building will be demolished to ground level. Officials are still assessing the most suitable demolition procurement arrangement.

Kier previously secured the specialist bioscience laboratory package before the program entered suspension. Wates held the arrivals, administration and logistics buildings and refurbishment package. VolkerFitzpatrick previously secured infrastructure, external works and energy center works. Previous contracts were terminated, expired or suspended during the program review.

The revived program also includes seven professional services procurements from 2027/28. The Government expects validation and dual running to begin in early 2034. The full campus should become operational in September 2038. UKHSA will continue operating existing facilities during the transition to protect critical health security functions.

The renewed investment also supports wider regeneration around Harlow. The campus sits within the London-Cambridge Innovation Corridor and will create skilled employment opportunities. Harlow Council previously estimated that the completed campus could create 2,750 high-quality jobs. It also expects construction activity to generate significant local economic benefits.

The Harlow Health Security Campus will add to Britain’s drive for greener healthcare infrastructure, following efforts to make the NHS the world’s first net-zero health service provider.
