$555M Blue Origin Constellation Park: Satellite Manufacturing Campus Confirmed in Hutto, Texas

Blue Origin has announced Constellation Park, a 1.3 million square foot manufacturing campus in Hutto, Texas, backed by a $554.78 million capital investment. The multi-facility complex will build satellite and ground network hardware and add more than 2,000 jobs over the next 10 years.

The campus will support Blue Origin programs including TeraWave, a satellite communications network the company says can deliver up to 6 terabits per second of symmetrical data, and Quartz, a ground network of 3.7 meter antennas. In addition, it will manufacture solar arrays, avionics, telecommunications equipment and other satellite hardware. Blue Origin already employs more than 550 people in Texas.

Hutto adds to a growing Texas space manufacturing footprint that already includes Axiom Space’s assembly, integration and test facility at the Houston Spaceport. The Axiom Houston Spaceport design contract was awarded to Jacobs in 2022, and the Ellington Airport headquarters opened in December 2023. Axiom chief executive Jonathan Cirtain has since said in a 2026 interview that the first Axiom Station modules will arrive in Houston for integration, with a station launch targeted for 2028. Together, the two campuses give Texas a spacecraft assembly site in Houston and a satellite manufacturing site in Williamson County.

Blue Origin Constellation Park Will Manufacture TeraWave and Quartz Hardware in Hutto

The Blue Origin Constellation Park campus will serve as a central production hub for TeraWave and Quartz. TeraWave targets enterprise, data center and government users who need resilient global connectivity. Quartz provides S band and X band connectivity for low Earth orbit missions.

At 1.3 million square feet, the multi-facility complex is roughly the size of 22 American football fields. The campus will sit in the 118 acre Hutto Crossing industrial park near Texas 79 and the Pickle Parkway toll road, according to the Austin American-Statesman.

The park is largely owned by Velocis, a Dallas-based investor named in the county agreement. Reporting on county documents describes about 1 million square feet of industrial research space, which is smaller than the 1.3 million square feet Blue Origin announced.

Blue Origin Constellation Park Investment, Incentives and Jobs

Blue Origin Manufacturing LLC is constructing the campus with a $554.78 million capital investment, according to the Governor’s announcement. The state extended an $18.171 million Texas Enterprise Fund grant and a $10,000 Veteran Created Job Bonus.

Williamson County described a larger figure. Its Commissioners Court approved an economic development agreement on August 20 covering a $650 million investment within 10 years and up to 2,000 jobs, with an average annual salary of about $88,000 over five years, according to a county statement. County Judge Steve Snell put the figure at $674 million, as reported by the Statesman.

At the stated salary, 2,000 jobs equate to about $176 million in annual payroll at full employment, by CRO arithmetic, or an average of about 200 hires a year over the decade. Snell also said the jobs would make Blue Origin the largest employer in Hutto.

Local support includes county tax breaks and city abatements, whose terms Hutto has not made public. In addition, Blue Origin committed to 15 paid summer internships for Williamson County high school students and a career and technical education partnership with Hutto ISD.

Blue Origin Hutto Campus Builds on Texas Roots and the Highway 79 Corridor

Blue Origin’s Texas history dates to Launch Site One in 2006. Chief Executive Dave Limp said the company is “proud to grow our footprint here in Texas” and tap the state’s talent.

Governor Greg Abbott called the expansion a testament to the state’s leadership in advanced manufacturing and space. Hutto Mayor Mike Snyder said the city is becoming an anchor point on the Highway 79 tech corridor, where city officials also cite Tesla and ASML.

Blue Origin has not published a construction schedule for Constellation Park. A county commissioner said earlier that building would begin once state incentives were finalized, and the Governor’s announcement now confirms the Texas Enterprise Fund award.
