France is building the 107 kilometer Seine-Nord Europe Canal, a €7.3 billion ($8.5 billion) waterway that will link the Seine basin to northern European ports and is often compared with the Suez Canal. France’s Court of Audit says opening has slipped to 2032, and a €2.2 billion funding gap remains.
The Société du Canal Seine-Nord Europe is the public body delivering the canal, which runs from Compiègne on the Oise to Aubencheul-au-Bac in northern France and is designed for barges roughly seven times larger than those on the existing Canal du Nord. Cost has risen from €4.5 billion when the company was created in 2017, and €5.1 billion in 2019, to €7.347 billion excluding tax, according to the Court of Audit report published on April 10, 2026. The Court also warned that the closing loan needed to finish financing, put at €1 billion to €3 billion, could at least double. Large European canal schemes are not all at the same stage.
The other canal in that comparison is in Turkey, where the Istanbul Canal project that we covered in 2024 remains unbuilt as of October 2026. Turkey’s transport ministry said on October 13 that it wants to invite bids and begin construction “as soon as possible,” but it gave no tender date and no financing details. A 2021 ceremony marked the start of a bridge over the planned 45 kilometer route, not excavation, and the 2027 completion date in our earlier coverage no longer has a supporting schedule.
Seine-Nord Europe Canal Links the Oise to Northern European Ports With Oversized Locks
The canal will connect France’s inland waterways to Rotterdam, Antwerp and Hamburg through Europe’s 20,000 kilometer high capacity network, according to engineering firm Bentley. It is designed for vessels of roughly 4,000 to 4,400 tons, and the Canal du Nord it bypasses carries barges less than a seventh of that size.
Two of its locks will be 25 meters deep, the deepest ever built in Europe. The canal also crosses 62 roads and railways and passes over the Somme valley on a 1,330 meter canal bridge with 34 piers that rises nearly 30 meters.
Europe’s inland waterways carried nearly half a billion tons of freight in 2024, according to Bentley, and backers say the canal will pull freight off congested roads.
Seine-Nord Europe Canal Cost and Schedule Drew a Court of Audit Warning
The Court of Audit and the Hauts-de-France regional audit chamber found that construction cost is 63% above the 2017 estimate, a rise that exceeds inflation. Opening was first planned for 2028 and is now expected in 2032, and the Court described the project as nearly 20 years behind the original plan.
The canal is funded by the European Union, the French State, the Hauts-de-France and Île-de-France regions, and the Nord, Oise, Pas-de-Calais and Somme departments. The Court said the split was agreed on a cost estimate that is now largely out of date.
Regional council president Xavier Bertrand said he would not be surprised if the cost reached €8 billion by 2033. The Court also called the environmental impacts substantial, citing effects on the regional water cycle, biodiversity and a large volume of excavated soil.
Seine-Nord Europe Canal Awards Go to Bouygues, Spie Batignolles, NGE and Besix
An Egis-led group called ONE provides engineering supervision for the canal’s two main sections, according to Egis. The group also includes Ingérop, ISL, SBE, MDP, Ney & Partners and AEI.
The Société du Canal Seine-Nord Europe awarded the Somme canal bridge on February 26, 2026 to a group led by Bouygues Travaux Publics, according to the award announcement. Egis, SBE, ISL Ingénierie and Lavigne Chéron Architectes handle the design, and construction runs to 2030.
A group led by Spie batignolles with NGE and Besix won the €662 million lot for the first 18 kilometers, with work starting in autumn 2026 for 44 months. The lot involves 6.5 million cubic meters of spoil, or roughly 2,600 Olympic swimming pools, and the same three firms also won the €315 million Oisy-le-Verger lock, which begins construction in spring 2027 for commissioning between 2031 and 2032.
Eiffage companies separately won a railway crossing contract of about €70 million from SNCF Réseau, covering a 77 meter bridge and a 908 meter viaduct, with work running from 2027 to February 2029.
