Constellation and Amazon have signed a long-term agreement supporting more than $3 billion in infrastructure investment at the Calvert Cliffs Clean Energy Center in Lusby, Maryland.
The investment will fund upgrades across the 1,790-megawatt nuclear power plant and support approximately 190 MW of additional emissions-free generating capacity expected to come online between 2030 and 2032.
The agreement also provides Constellation with a long-term revenue commitment that will support plans to relicense Calvert Cliffs for another 20 years and advance potential new clean-energy generation at the site.
Calvert Cliffs is Maryland’s only nuclear power plant and the state’s largest source of clean energy.
Amazon Signs 20-Year Power Agreement
Under the agreement, Amazon will secure 690 MW of power under a 20-year arrangement, including the 190 MW capacity uprate planned for Calvert Cliffs.
The companies also entered into a related retail electricity supply agreement covering Amazon’s operations across the 13-state PJM Interconnection market.
The long-term commitment is designed to give Constellation greater revenue certainty as it invests in the existing plant and prepares for its next licensing period.
The additional generation will not be dedicated exclusively to Amazon.
Electricity produced at Calvert Cliffs will continue flowing into the PJM regional grid, as it does today. The arrangement allows Amazon to support investment in additional generation while drawing power through the broader regional electricity system.
Calvert Cliffs to Receive Plant-Wide Improvements
The more than $3 billion investment will support modernization work across the Calvert Cliffs facility.
The plant currently has a combined generating capacity of 1,790 MW. Constellation plans to increase that capacity by approximately 190 MW through an uprate that is expected to come online between 2030 and 2032.
The company also intends to pursue relicensing that would allow the facility to continue operating for another 20 years.
Beyond the existing plant, the long-term agreement is expected to provide a foundation for potential development of additional clean-energy generation at the Calvert Cliffs site.
The investment comes as electricity demand continues to drive utilities, technology companies and other large power users to seek long-term supplies of reliable generation.
Maryland’s Largest Clean Energy Source
Calvert Cliffs is located in Lusby on the western shore of the Chesapeake Bay.
The nuclear facility generates approximately 80% of Maryland’s clean energy and produces enough electricity to power the equivalent of more than 1.3 million homes.
The plant employs more than 800 people and contributes approximately $21 million annually in taxes that support schools, roads and other public services.
The planned investment will extend the operating life of the facility while increasing its contribution to the regional power supply.
Amazon Expands Long-Term Nuclear Power Investment
The Calvert Cliffs agreement adds to Amazon’s investments in long-term carbon-free electricity as the company works to support power demand across its operations.
For Constellation, the agreement provides a long-term commercial commitment while the company invests in the existing nuclear facility and evaluates additional clean-energy development at the site.
Constellation Chairman, President and CEO Joe Dominguez said Amazon’s commitment supports the long-term operation of Calvert Cliffs and creates a foundation for future investment in the facility and advanced nuclear technologies.
Kerry Person, Amazon’s vice president of AWS Global Operations and Data Center Delivery, said the agreement will support continued operation and expansion of Calvert Cliffs while adding new generation to the regional grid.
The Calvert Cliffs agreement comes as large technology companies continue securing long-term electricity arrangements to support growing power demand. In Michigan, regulators have approved a DTE-Google power agreement for Project Cannoli, a planned 1 GW data center in Van Buren Township that also requires new high-voltage transmission infrastructure and additional renewable generation and battery storage.
