Kemps Creek 330 kV Substation in Western Sydney Granted Environmental Approval

Environmental approval has been granted for the Kemps Creek 330 kV Substation by Transgrid in Western Sydney, Australia. This continues to advance a major electricity infrastructure project intended to strengthen power supply to one of the country’s fastest-growing urban and industrial areas.

The project, being developed by transmission network operator Transgrid, is designed to support rising electricity demand across the Western Sydney Priority Growth Area. This area will also include the Western Sydney International Airport and surrounding commercial, industrial and residential developments.

According to Transgrid, the environmental assessment for the project, prepared under the Review of Environmental Factors (REF) process, was determined in October 2026. The assessment was publicly exhibited between June 11 and July 11, 2026. This allowed community members and other stakeholders to submit feedback on the proposed works.

The approval also represents an important planning milestone ahead of the project’s anticipated construction start in June 2027.

New 330 kV Substation to Strengthen Western Sydney Electricity Network

The Kemps Creek 330 kV Substation will be constructed immediately south of Transgrid’s existing Kemps Creek 500 kV Substation at West Hoxton.

The development will establish a new bulk supply point designed to support electricity distribution through Endeavour Energy’s network. It will also improve the ability of the electricity network to accommodate growing demand associated with the Western Sydney Priority Growth Area.

The scope of works includes construction of the new 330 kV substation, minor modifications to the existing 500 kV facility and transmission line works connecting the two substations.

The project will also involve upgrading the existing access road to accommodate construction activities and provide access for future operations and maintenance.

Furthermore, the infrastructure is expected to play an important role in maintaining a safe and reliable electricity supply as Western Sydney undergoes significant economic and population growth.

Supporting Western Sydney’s Expanding Development Corridor

The 330 kV Kemps Creek substation project forms part of broader electricity network investment aimed at preparing Western Sydney for the development of the Western Sydney International Airport. Other mega developments in the area also expected to exert more pressure on the electricity grid, including the new Microsoft Data Center Project in Kemps Creek.

The airport and associated Western Sydney Aerotropolis developments are expected to generate additional electricity demand. This is as new businesses, logistics facilities, manufacturing operations and supporting infrastructure come online.

The substation will therefore provide additional electricity network capacity to support these developments while strengthening supply reliability for existing customers.

Transgrid is also working with Endeavour Energy on the wider electricity supply arrangements for the region. The two companies previously announced their collaboration on critical electricity infrastructure for the Western Sydney Aerotropolis in October 2025.

Additionally, the preferred network solution was assessed through a Regulatory Investment Test for Transmission (RIT-T). RIT-T evaluates available options based on their economic benefits and ability to meet future electricity demand.

New 330 kV Kemps Creek Substation in Western Sydney: Construction Timeline

With the environmental assessment determined in October 2026, the project is progressing towards its proposed construction phase.

Transgrid’s project schedule identifies June 2027 as the anticipated construction start, with construction expected to conclude in December 2028. Commissioning is also listed for 2028.
