RWE has achieved first power generation from its 660 MW Nordseecluster A offshore wind farm in the German North Sea, marking a major milestone for one of Europe’s largest offshore wind developments. The project has now begun exporting electricity to Germany’s transmission network as turbine installation and commissioning activities continue. Full commercial operation is expected in early 2027.
The first electricity milestone also follows the successful installation of the project’s first 15 MW Vestas V236 wind turbine in June. This was after completion of offshore foundations and internal array cable installation. Offshore substation works have also been completed.
Additionally, Nordseecluster A forms the first phase of RWE’s wider 1.6 GW Nordseecluster development. The wider development is being constructed approximately 50 km north of Juist in the German North Sea.

Nordseecluster A offshore wind: Project overview
Nordseecluster A comprises 44 Vestas V236-15.0 MW turbines. The turbines will deliver a combined installed capacity of 660 MW. Additionally, once fully operational in early 2027, the project will generate enough renewable electricity to supply hundreds of thousands of German households. This is while contributing significantly to the country’s offshore wind expansion and industrial decarbonization efforts.
Construction progress
Construction has progressed rapidly since offshore foundation installation concluded in late 2025. DEME has been responsible for turbine installation using its jack-up vessel Norse Wind. Offshore substations have also been installed and connected. They enable initial power export as turbines are progressively commissioned. All 44 turbines are also expected to be erected by the end of 2026.
Germany’s Nordseecluster offshore wind development
Nordseecluster is being developed by RWE together with Norges Bank Investment Management. Norges Bank acquired a 49% stake in the project company while RWE retains a 51% interest. RWE also remains responsible for construction and long-term operation.
Following completion of Nordseecluster A, development will continue with the 900 MW Nordseecluster B offshore wind farm project. Nordseecluster B has also already secured regulatory approvals. The wind farm is scheduled for offshore construction beginning in 2027 ahead of commercial operation in 2029.
Additionally, the complete Nordseecluster project will comprise 104 offshore wind turbines with a total capacity of approximately 1.6 GW. It is expected to generate around 6.5 TWh of renewable electricity annually. This also makes it one of largest offshore wind projects in Germany. It also makes it a cornerstone of RWE’s European offshore wind portfolio. This is alongside others such as Thor Offshore Wind Farm Project in Denmark.
