The Frederick Douglass Rail Tunnel project is a planned rail infrastructure development in Baltimore, Maryland, intended to replace the existing Baltimore and Potomac Tunnel and improve rail capacity along the Amtrak Northeast Corridor. A joint venture between US-based AECOM and Jacobs was selected to serve as delivery partners for the project. The companies were appointed by Amtrak, which is overseeing the development.

The project includes the realignment and upgrading of approximately 16 kilometres of the Amtrak Northeast Corridor through Baltimore. The existing section currently passes through the 2.3-kilometre Baltimore and Potomac Tunnel, which connects Amtrak’s Baltimore Penn Station with West Baltimore Station. The tunnel is also used by MARC (Maryland Area Rail Commuter) services. The replacement works are intended to address age-related issues affecting the existing tunnel, including water infiltration and deterioration of the track structure. The new Frederick Douglass Tunnel is planned to comprise two high-capacity tubes designed to accommodate electrified passenger trains.

Construction is yet to commence as the project is in the demolition phase, with major construction activities expected to begin later this year.
