Abu Dhabi tunnel network plans are advancing following an agreement to explore underground transport and utility infrastructure across the emirate. The Abu Dhabi Projects and Infrastructure Centre (ADPIC) has partnered with the Boring Company to assess potential tunneling opportunities. The initiative comes as the Elon Musk-founded company expands its ambitions across the United Arab Emirates following a $3 billion funding round.
However, Abu Dhabi has not announced a dedicated project budget, confirmed route, construction contract or delivery schedule. The partnership establishes an exploratory framework for evaluating advanced underground infrastructure and its potential role in the emirate’s long-term development.
Abu Dhabi Tunnel Network Enters Infrastructure Assessment Stage
The agreement was signed on October 8, 2026, during the Liveability and Investment Exhibition (LIVEX 2026) in Abu Dhabi. ADPIC Director General Maysarah Mahmoud Salim Eid and The Boring Company President Steve Davis signed the agreement. Mohamed Ali Al Shorafa, chairman of the Department of Municipalities and Transport (DMT), attended the signing.
The partners will examine underground passenger transport, utility tunnels and related infrastructure solutions. Their assessment will consider feasibility, delivery models, operational requirements and relevant international practices.
Furthermore, the collaboration will facilitate technical exchanges covering tunnel planning, advanced boring technologies, construction methodologies and safety standards. The partners will also explore digital engineering, automation, maintenance and infrastructure lifecycle management.
According to Abu Dhabi’s Media Office, the initiative aims to strengthen connectivity, improve infrastructure reliability and support sustainable urban development. It will also examine opportunities to develop local capabilities and position Abu Dhabi as a regional center for advanced tunneling.
Nevertheless, the agreement does not confirm a construction-ready network. Further assessments must establish suitable routes, technical requirements, implementation arrangements and investment needs before individual schemes can advance.
Abu Dhabi Tunnel Network Connects to Wider UAE Expansion
The Abu Dhabi partnership follows The Boring Company’s September 2026 announcement of a $3 billion Series D funding round. The United Arab Emirates led the round, which valued the company at approximately $23 billion.
The company said the funding would support plans to develop more than 150 kilometers of underground infrastructure across the UAE. The expansion builds on its existing Dubai Loop project and broader regional ambitions.
However, the 150-kilometre target relates to the company’s wider UAE program, not a confirmed Abu Dhabi network length. Authorities have not disclosed how much infrastructure Abu Dhabi could ultimately receive.
The funding also supports the company’s wider expansion, including engineering, production and operational capacity. Investors participating in the round included Andreessen Horowitz, Sequoia Capital, Human Capital, Vy Capital and Valor Equity Partners.
The company has pursued underground transport systems designed to move passengers through tunnels using electric vehicles. Its approach seeks to reduce surface congestion while making more efficient use of urban space.
The proposed underground infrastructure also reflects the UAE’s wider push to strengthen regional connectivity through major transport investments. At the regional level, Saudi Arabia is advancing its 672km section of the $15 billion GCC Railway, with new design management and review consultancy procurement marking another milestone toward construction. The railway forms part of a planned network connecting all six Gulf Cooperation Council member states.
Abu Dhabi Tunnel Network Faces Key Delivery Decisions
The Dubai Loop provides a regional example of The Boring Company’s approach to underground passenger transport. Dubai’s Roads and Transport Authority has advanced plans for a network connecting key destinations through dedicated tunnels.
The first phase covers approximately 6.4 kilometers and four stations, connecting the Dubai International Financial Centre with Dubai Mall. Authorities estimated its cost at AED565 million, equivalent to approximately $153.8 million.
The wider Dubai Loop proposal extends approximately 22.5 kilometers and includes 19 stations. Its estimated cost stands at around AED2 billion. These figures relate to Dubai and must not be treated as Abu Dhabi project estimates.
For Abu Dhabi, future development will depend on technical feasibility, funding arrangements and the identification of suitable corridors. Engineers must also assess ground conditions, existing utilities, emergency access, ventilation and fire safety.
Additionally, the partners must determine how underground infrastructure would integrate with existing transport systems and urban development plans. Long-term maintenance, operational reliability and construction impacts will also influence project decisions.
ADPIC already oversees an infrastructure portfolio exceeding $56 billion and supported the delivery of 100 capital projects during 2025. The centre’s wider responsibilities provide an institutional framework for assessing potential underground infrastructure investments.
The latest agreement therefore opens a pathway towards further technical evaluation rather than immediate construction. Any confirmed Abu Dhabi tunnel project will require clearer scope, investment commitments and implementation milestones.
