Melbourne Airport rail project has regained momentum after Victoria’s new Premier declared it the state’s highest transport priority. However, the revival comes alongside mounting concerns that the long-delayed project could exceed $13 billion, creating fresh funding and delivery challenges. Even so, both the Victorian and Australian governments continue advancing early construction while reviewing broader infrastructure priorities to ensure the airport link progresses without derailing other major investments.
The renewed focus marks a significant shift in Victoria’s infrastructure agenda. Premier Ben Carroll has placed the airport rail link ahead of competing transport initiatives following years of delays caused by disputes over station design and funding arrangements. The project now forms a central part of the government’s strategy to improve mobility across metropolitan and regional Victoria.
Construction activity has already begun around Sunshine, where major rail upgrades will prepare the corridor for future airport services. These works represent the first stage of the wider airport rail program rather than the complete line to Melbourne Airport.
Melbourne Airport Rail Project enters critical delivery phase
The airport rail scheme will connect Melbourne Airport with the city’s rail network through Sunshine Station. It will also integrate with the Metro Tunnel, allowing passengers to travel directly between the airport, central Melbourne and regional destinations.
Current construction focuses on rebuilding the Sunshine corridor. Contractors will deliver six kilometers of additional track, new rail bridges, upgraded signaling and expanded station facilities. Authorities also plan new regional platforms, improved bus connections and better pedestrian access around Sunshine Station.
Meanwhile, procurement continues for another major construction package. Two shortlisted consortiums remain in contention to deliver corridor widening, station expansion and associated civil works. Contract award is expected next year after the competitive tender process concludes.
Government officials argue these improvements will unlock capacity across Melbourne’s western rail network. They also expect the upgraded corridor to accommodate airport services, regional trains and future electrified Melton services through the Metro Tunnel.

Despite renewed political support, the project’s financial outlook remains uncertain. Early estimates ranged between $8 billion and $13 billion. However, officials now acknowledge total costs could rise beyond that upper estimate as planning advances.
The rising budget has intensified debate over Victoria’s broader infrastructure pipeline. The government must balance airport rail delivery alongside the much larger Suburban Rail Loop, whose construction demands substantial financial and workforce resources.
As a result, the government is reviewing the timing of the Suburban Rail Loop without cancelling existing commitments. Officials maintain both projects remain strategically important, although sequencing may change to reduce pressure on public finances and construction capacity.
Industry groups have urged the government to provide certainty for contractors and investors. They warn repeated project reviews could weaken market confidence and discourage future participation in Victoria’s infrastructure program.
Public opinion currently favors the airport rail investment. Recent polling indicates almost 70 percent of Victorians support building the Melbourne Airport Rail ahead of the Suburban Rail Loop, reflecting strong demand for direct airport access and improved public transport connections.
Although financial challenges remain, governments continue progressing enabling works. Success during this phase will determine how quickly the long-awaited airport connection moves into full-scale construction.
